UAE Sugar, Sodium & Fat Regulations: A Formulation Guide for Food & Beverage Manufacturers
The UAE Ministry of Health and Prevention (MoHAP) issued new mandatory limits on sugar, sodium and fat in October 2026. The rules apply to packaged food sold in the UAE, whether made locally or imported, including products handled in free zones. Penalties for non-compliance run from AED 5,000 to AED 500,000, with the option to close an establishment for up to six months or cancel its licence entirely. The final limits come into force on 31st December 2030, but the first phase starts within 9 months of the resolution taking effect. Food and beverage manufacturers need to start reformulating now.

MOHAP RESOLUTION
What the Regulations Cover
MoHAP's resolution targets 9 food categories. The table below shows the first-phase limits and the 2030 final limits, both per 100g.
| Category | Nutrient | Phase 1 limit | Final limit (2030) |
|---|---|---|---|
| Leavened bread | Sodium | 444mg | 370mg |
| Leavened bread | Sugars | 6g | 5g |
| Leavened bread | Fat | 8.4g | 7g |
| Flatbread | Sodium | 384mg | 320mg |
| Flatbread | Sugars | 6g | 5g |
| Flatbread | Fat | 8.4g | 7g |
| Sweetened milk drinks (incl. plant-based) | Sugars | 9.6g | 8g |
| Sweetened or flavoured yoghurt and laban | Sugars | 12g | 10g |
| Salted crackers | Sodium | 696mg | 580mg |
| Salted nuts and seeds | Sodium | 336mg | 280mg |
| Pretzels | Sodium | 912mg | 760mg |
| Snacks from potato, sweet potato, vegetable or grain | Sodium | 564mg | 470mg |
| Spreadable processed cheese | Sodium | 864mg | 720mg |
| Other processed cheese | Sodium | 1,200mg | 1,000mg |
Bread, milk drinks, yoghurt, laban and salty snacks have 9 months from the resolution's effective date to meet Phase 1 limits. Processed cheese has two years and three months. All categories must meet the 2030 limits by 31st December 2030.
Products already on the market can stay on sale for up to one year from the effective date, or until their expiry date, whichever comes first.
Businesses that need to cut a targeted nutrient by more than 20% to meet Phase 1 limits can apply for a temporary exception within 30 days of the resolution taking effect. An approved exception does not waive the 2030 final limits.
WHY TASTE CHANGES
The Formulation Challenge
Reducing sugar, sodium or fat in a food product does not just change its nutrition label. It changes how it tastes.
Sugar does more than sweeten. It adds body, mouthfeel and aroma release. Strip it back and a drink or yoghurt tastes thin, flat and often slightly acidic. Sodium amplifies every other flavour in a product. Reduce it and a snack or cheese product tastes dull and one-dimensional. Fat is a flavour carrier. It holds aromatic compounds in a product and releases them slowly as you eat. Cut fat in bread and the crumb loses its depth of flavour.
Manufacturers who reformulate without addressing the sensory gap will face a consumer reaction before they face a regulator. That is the bigger commercial risk.
THE ROLE OF FLAVOURS
Where Flavours Fit In, and Where They Do Not
Flavours do not reduce the nutrient content of a product. What they do is restore the taste experience when a nutrient reduction creates a sensory gap. That is a meaningful but specific role.
For the categories covered by MoHAP's resolution, flavours are most relevant in three areas.
Sweetened milk drinks and plant-based beverages
The Phase 1 target is a reduction in total sugars from 9.6g to 8g per 100ml, reaching 8g by 2030. High-quality fruit, vanilla, caramel or coffee flavours increase the perceived sweetness and overall flavour intensity of a drink without adding sugar. A well-selected flavour makes the product taste fuller than its sugar content alone would suggest. This is well established in beverage reformulation. EFF supplies EU Natural flavours in liquid and powder formats. Its powder flavours are available on demand with a minimum order quantity of 50kg. GFF supplies nature-identical flavours in liquid format only. Liquid format samples are available for trialling in beverage applications.
Sweetened or flavoured yoghurt and laban
This is the strongest opportunity for flavour-led reformulation. The category name describes exactly what is happening: flavour is already the point of the product. Reducing sugar from 12g to 10g per 100g is a 17% cut. A well-dosed fruit or vanilla flavour compensates for the lost sweetness and maintains the taste profile that consumers expect. EU Natural powder flavours from EFF work well in yoghurt and dairy applications, with dosages typically in the 2-5g per kg range. They are available on demand with a minimum order quantity of 50kg. EFF also supplies EU Natural liquid flavours, with liquid format samples available for trialling.
Bread with reduced fat
Fat carries the aromatic compounds that give bread its depth of flavour. When fat drops from 8.4g to 7g per 100g, the crumb can taste noticeably blander. Butter, cream or dairy flavour notes added at low dosage restore some of that lost character without adding fat back. This is a niche application but worth exploring if you produce bread at volume.
What flavours cannot fix
For salted crackers, pretzels, nuts, chips and processed cheese, the primary challenge is sodium reduction. That requires salt replacement technology, typically potassium chloride blends, mineral salts or yeast extracts, which are not in FlavourShop.ae's catalogue. A flavour house can support salt replacement by masking the bitter or metallic notes that potassium chloride sometimes introduces, but that is a development project, not a catalogue purchase. If sodium reduction in snacks or cheese is your primary challenge, the right starting point is a custom flavour development conversation.
YOUR NEXT STEPS
What to Do Next
If your products fall into the categories above, you have a defined window before Phase 1 limits apply. The practical steps are:
- Identify which of your products are in scope and by how much they exceed the Phase 1 limits.
- Run a sugar reduction trial in your most affected category, milk drinks or yoghurt are the logical starting points.
- Request liquid format samples of fruit, vanilla or coffee flavours at the dosages your supplier recommends, and test them in a reduced-sugar base.
- If the sensory gap is significant, escalate to a custom development conversation with GFF or EFF.
FlavourShop.ae offers EU Natural flavours from EFF in liquid and powder formats, and nature-identical flavours from GFF in liquid format only. EFF powder flavours are available on demand with a minimum order quantity of 50kg. Liquid format samples are available for trialling from AED 60.
